This cel came from Jay Ward Studios and was designed and animated for Quaker Oats by Jay Ward and Bill Scott.
Did some checking around and your guess is as good as mine. I think this is a production cel is of the evil DR Ah-Ah. Still cool all the same. I will include a pencil rough of the cel because the two pieces belong together.
